I just change the capture setting like you are trying to do. My version does have the new project presets and the capture options in either a DV or HDV project. You can download presets for Canon HDV projects from the Adobe updates page for version 2 and use them in PPro 3, but they along with regular HD presets should already show up in PPro 3 if you are not using a trial version.
